Let me put it this way- the Richmond PD don't go out in less than two cars, even on patrol during the day. They don't stop people for most minor crimes that you would see done in other cities. Cops there pretty much just react to the major crimes when they are reported- which is usually well after the fact. Occasionally they will stop someone on outstanding warrants, but they do that with no less than three patrol cars on scene for crowd control and to watch each others' backs.The city is a hole. Nobody can really figure out why, but even bulldozing the whole thing down and starting over wouldn't help. Various improvement projects have been started and some even made it through completion, only to have it all fall apart a year or two later. Whatever is Richmond's problem, its not a white, black, latino, or asian thing- its a Richmond thing. The only reason anybody goes through there is because there is a major freeway, and the main transfer point between Amtrak and BART are there. The only reason anybody goes there to work are the very few commuters to the local oil refinery. Nobody in their right minds even stops there for gas, even during the day.?
